Obstacles Persist for Relief Supplies in Northern Gaza Despite Temporary Peace

Even if the border entry point from Egypt opens this week, relief agencies encounter major difficulties providing assistance to Gaza City, the area most severely affected by starvation, specialists report.

Access Problems

Key roads are virtually unusable due to massive destruction across the devastated territory – or are still under the control of security personnel. Any vehicle that stops working is almost certainly quickly plundered.

The main entry point, the primary access route to the northern territories, damaged by 24 months of war, has been shut down for multiple weeks, and government representatives have notified aid groups in Gaza that there are no immediate plans to open the entry location, as stated by relief personnel.

Destruction in Northern Gaza

The main city was the target of a major Israeli offensive launched in August that was ongoing when the peace agreement was signed a week ago.

Devastation in the northern region has been extensive, with complete communities including local municipalities and adjacent communities in destroyed as well as many of the peripheral zones of Gaza City.

"Any activation of a crossing into Gaza is positive, but we need to ensure we can access populations where they are," said an experienced official from a relief agency.

Humanitarian Situation

Witnesses said many of the estimated 300,000 people who have gone back to the north from the crowded shelter regions where they had been staying during the Israeli offensive were now "camping" among the destruction of their homes, often without any housing and with scarce nutrition or hydration.

A representative from an international organization said the destruction in northern Gaza was "devastating".

"There is street after street, home after home ... there is extreme need for water. It's pretty harrowing. We must have all the crossings functioning," the spokesperson, who was in the urban center earlier this week, said.

Insufficient Entry

A community leader working from Gaza City said the needs in what used to be the territory's active economic and community focal point were "overwhelming".

"There is positive expectation and hope but there needs to be quick improvement on the border points. There has been no major improvement on the ground yet," the official commented.

"We are still getting a insufficient volume of aid [and] we are now commencing to grasp the level of destruction. Numerous roads are just full of rubble ... there is hardly any residence that is undamaged. We see destruction and unexploded bombs everywhere."

Current Progress

In recent days, relief groups said small quantities of necessary propane came into Gaza for the first time in many weeks, along with deliveries of flour, rice and farm products. The recent deliveries sent prices in markets tumbling.

At a mid-region location, a civilian said there had been certain progress since the truce.

"The markets are containing food, produce, and fruits, although the rates are remaining elevated and not accessible for all people," the person stated.

Colder Months Requirements

"The primary requirements at present, specifically due to the coming of winter, are to have a tent to keep us safe from the low temperatures and winter clothes because the markets do not have enough clothes for us or, if they exist, they are extremely limited and very expensive."

Nine organization-assisted food preparation facilities in mid and southern regions have restarted operations since the peace agreement.

Support Distribution

Trucks were announced to have entered the Kerem Shalom crossing from Israel to Gaza during the week, though exact numbers were unclear.

Israel's media outlet reported that the day's aid deliveries would include food, medical supplies, petroleum products, propane and tools to fix essential services.

"Assistance resources continues to enter the Gaza territory through the Kerem Shalom crossing and other crossings after safety verification," an government spokesperson commented.

Delivery Complications

But counting the quantity of vehicles could be misleading, advised a specialist from a humanitarian organization. "We must determine what is in the vehicles and their capacity levels for it to be a truly significant metric," the representative added.

Private companies are sending convoys of trucks containing chocolate, fizzy drinks and snacks, which have little nutritional value, while emergency treatments for children or people who have lacked proper sustenance for two years are limited.

Healthcare Conditions

Within the northern urban center, only seven healthcare facilities are working, compared with 45 in summer.

Numerous organizations have significant funding in assistance materials warehoused around Gaza awaiting entry. An international organization supporting local residents across the area for many years has multiple months of supplies of food for all residents prepared to be transported.

"We have the resources, the equipment and the skills ... we just need the access," said a humanitarian staff member, who recently came back from Gaza.

Diplomatic Considerations

A diplomatic framework specifies that "complete" support should enter Gaza and be allocated through international organizations and the Red Crescent, without obstruction from either military groups or government forces.

This seems to prevent the controversial government-supported relief agency which commenced activities in spring, resulting in uncontrolled circumstances and numerous casualties as numerous individuals assembled around its distribution sites.
